Govtech Glossary
The govtech and government payments space has its own vocabulary — and not all of it is self-explanatory. Some terms are borrowed from financial services and mean something specific in a government context. Others are PayIt product names or concepts that don’t exist anywhere else. This glossary defines the terms you’ll encounter across payitgov.com, so there’s no ambiguity about what we mean when we use them. Use it as a starting point, or as a resource to share with colleagues who are new to the space.
A
ACH (Automated Clearing House)
An electronic payment network used in the United States and Canada to transfer funds between bank accounts. ACH is one of the payment methods available to residents through PayIt, and it is also the mechanism PayIt uses to disburse collected funds to agency merchant accounts after settlement.
ACH Return / ACH Failure
An ACH transaction that cannot be completed, typically because the account has insufficient funds, the account number is invalid, or the account holder has stopped payment. ACH returns result in the reversal of a disbursement and are factored into PayIt’s settlement calculations before net funds are transferred to agency accounts.
API (Application Programming Interface)
A protocol that enables two systems to talk to one another according to defined rules. APIs define structured ways of making requests and returning data or completing tasks. They are standardized, scalable, and interoperable. Integrations that use APIs are less brittle and easier to maintain over time.
Ask Max
A feature of the PayIt agency admin portal (ProSight) that enables agency staff to use natural-language queries to get insights from financial data, without an additional AI tool. Teams can Ask Max for specific status of remittances, a resident transaction, or more global questions like “how much revenue is overdue?”
AutoPay
A feature that allows residents to authorize automatic, recurring payments for government bills — such as utilities or installment payment plans — so that payments are processed on schedule without requiring manual action each billing cycle.
AWS GovCloud
Amazon Web Services’ isolated, U.S.-based cloud region designed to host sensitive government data and support compliance with federal regulatory requirements, including FedRAMP, ITAR, and DoD security standards. PayIt hosts data for its U.S.-based government clients in AWS GovCloud. Canadian clients are hosted in AWS’s Canada Region Cloud.
B
Biometric Verification
A security method that confirms a user’s identity by comparing measurable physical characteristics against a record on file. In PayIt’s Identity Verification solution, biometric verification uses facial recognition — comparing a live selfie submitted by the resident against the photo credential stored in the DMV’s system — to ensure that only the legitimate account holder can complete sensitive transactions online.
Bulk Pay
A payment feature that allows a single user to pay outstanding balances on multiple accounts — such as multiple properties — in one consolidated transaction. Bulk Pay is particularly useful for property managers, real estate investors, and businesses that manage accounts across many parcels.
C
Chargeback
A transaction reversal initiated by a cardholder through their bank or card issuer, typically when a payment is disputed. In the government payments context, chargebacks require the agency to respond with transaction documentation. PayIt manages the chargeback process on behalf of its agency clients through ProSight, reducing the burden on agency staff.
Channel Shift
The process of moving government transactions from traditional, in-person, paper, or phone-based channels to digital self-service channels such as web and mobile. Channel shift is a core goal for most PayIt clients, as higher rates of digital adoption reduce operating costs, decrease office traffic, and improve the speed of revenue collection.
Compliance Enforcement (Digital)
The use of automated systems and real-time data to ensure residents meet regulatory requirements, such as maintaining insurance coverage or renewing licenses. Digital enforcement reduces reliance on manual processes and increases compliance rates.
Convenience Fee
A fee charged to a payer for the option of using a particular payment method or channel — commonly applied when a government agency passes the cost of card processing on to the resident rather than absorbing it. PayIt’s pricing model is structured around transaction-based revenue, and convenience fees are configured according to each agency’s policies and the applicable state or local regulations governing fee pass-through.
Cooperative Purchasing / Contract Vehicle
A pre-negotiated government procurement contract that allows state and local agencies to purchase software or services without conducting a full competitive bidding process (RFP). Contract vehicles simplify procurement by establishing pre-approved pricing and terms. PayIt is available through multiple cooperative purchasing agreements, including NASPO ValuePoint, OMNIA Partners (NCPA), and state-specific contracts such as CMAS (California), New York OGS, NCDIT, and Massachusetts Statewide.
Cost of Collection
A financial metric that represents the total cost incurred by a government agency to collect revenue, expressed as a percentage of the amount collected. Costs may include staff time, payment processing fees, check reading, paper processing, infrastructure, and error handling. Digital payments and automation reduce the cost of collection by increasing efficiency and minimizing manual processes.
Customer Experience (CX)
The overall experience a resident has when interacting with government services across channels, including ease of use, accessibility, speed, and satisfaction. In govtech, CX improvements are typically measured through digital adoption, completion rates, and reduced service friction. The terms customer experience, constituent experience, and resident experience are often used interchangeably.
D
Defendant
In PayIt’s courts, tickets, and fines solution, “defendant” refers to any individual who has received a citation, fine, or has a pending case and who uses the PayIt platform to submit a plea, make a payment, check case status, or access related documents. The term is used broadly and is not limited to criminal defendants; it encompasses anyone with an outstanding court or citation matter.
Deferred Capture
In payment processing, deferred capture separates the authorization of a transaction from its capture. A transaction is authorized at the time a resident initiates a payment, but the funds are not actually captured — charged to the account — until a later point, typically after a government agency has reviewed and approved the associated request. Deferred capture is particularly valuable for government services where a fee is contingent on approval: for example, a permit application or a credential request where the agency must verify eligibility before completing the transaction. If the request is denied, the authorization is released and the resident is never charged.
Delinquency / Delinquent Account
In the government payments context, a delinquent account is one with an outstanding balance that has not been paid by its due date. PayIt’s ProSight tool enables agency staff to identify delinquent accounts, monitor overdue amounts, and take action — such as sending targeted payment reminders — to recover revenue more efficiently.
Digital Accessibility
The practice of designing digital products — websites, mobile apps, and online services — so that people with disabilities can use them effectively. This includes people with visual, auditory, motor, and cognitive impairments. In the government context, digital accessibility is both a legal requirement and a service equity obligation: residents cannot be excluded from government services because of a disability.
Digital Adoption
The rate at which residents choose to use digital channels — such as web, mobile, or app-based interfaces — for government transactions, rather than in-person, paper, or phone-based methods. Increasing digital adoption is a primary goal for PayIt’s agency clients, as higher adoption rates reduce operational costs and accelerate revenue collection.
Digital Front Door
A centralized, resident-facing digital experience that serves as the primary entry point for accessing government services online. A digital front door unifies multiple services, agencies, and transactions into a single, consistent interface, reducing confusion and improving service accessibility.
Digital Government Profile (GovWallet)
PayIt’s resident-facing account profile that gives individuals a single, secure place to manage all of their government interactions. Through the digital government profile, residents can view transaction history, store payment methods, access official documents, receive bill notifications and reminders, and complete services across multiple government agencies — even across different cities and states — from one profile.
Digital Self-Service
The ability of residents to complete government transactions independently through online or mobile platforms without requiring staff assistance. Digital self-service reduces operational costs and increases convenience for both agencies and residents.
Digital Wallet (Mobile Wallet)
A software application that stores a user’s payment credentials — such as card numbers or bank account details — and allows them to make purchases without manually entering payment information. Apple Pay and Google Pay are the most widely used mobile wallet providers. PayIt supports digital wallet payments across its platform, allowing residents to pay government bills using the credentials already stored on their device.
Disbursement
The transfer of collected payment funds from PayIt to a government agency’s designated merchant account(s) after transactions have settled. PayIt disburses funds via ACH and can be configured to deposit into multiple accounts based on the agency’s business rules. Disbursement frequency can be set to daily, weekly, or monthly.
DMV (Department of Motor Vehicles)
The state agency responsible for vehicle registration, driver licensing, title transfers, and related motor vehicle services. In some states, the equivalent agency may be called the Division of Motor Vehicles, Department of Highway Safety and Motor Vehicles (DHSMV), Division of Vehicles, or Bureau of Motor Vehicles (BMV). Most states handle driver and vehicle services under a single agency, but some states separate their driver and vehicle services into two distinct agencies (such as a DMV and Department of Public Safety). PayIt’s Driver & Vehicle Services solution is designed for these agencies and currently serves clients including the North Carolina DMV, Kansas Division of Vehicles, and Florida DHSMV.
E
eBilling
The digital delivery of bills, invoices, and payment reminders to residents via email, SMS, or in-app notification, rather than through paper mail. eBilling reduces the likelihood of missed or late payments by ensuring that bills reach residents promptly and are easy to act on from any device.
Express Visits
A PayIt solution for state and local government agencies that allows residents to submit required forms, documents, and payment information online before arriving at a physical office. Agency staff review and pre-approve the submission in advance, so that when the resident arrives, the transaction can be completed quickly — reducing wait times, minimizing repeat visits, and improving throughput at busy offices.
F
Fraud Detection
Automated monitoring of payment transactions to identify and flag suspicious activity that may indicate fraudulent use of a payment method. PayIt’s platform includes built-in fraud detection as part of its integrated payments infrastructure, monitoring transactions in real time and applying risk scoring to protect both government agencies and residents from unauthorized transactions. This is distinct from identity fraud prevention (see: Biometric Verification), which protects against unauthorized access to government accounts.
G
Govtech
Short for government technology; the sector of companies that develop software and digital services specifically for state, provincial, and local government agencies. Govtech products are designed to modernize public-sector operations, improve resident-facing services, and increase the efficiency of revenue collection and administration. PayIt is a govtech company specializing in digital customer experience and payments for government.
H
Human-Centered Design
A design and development philosophy that prioritizes the needs, behaviors, and real-world experiences of end users throughout the creation of a product or service. PayIt applies human-centered design principles to its resident-facing platform to ensure that the experience is intuitive enough for residents of all technical abilities to complete transactions successfully without needing support. Over 96% of PayIt transactions are completed on the first attempt without assistance.
I
Implementation
The process of configuring and deploying a software platform to meet a government agency’s specific business rules, policies, and operational requirements. Implementation in the public sector is typically more complex than in the private sector, due to legacy systems, regulatory constraints, procurement requirements, and the need to align with existing agency workflows. Implementation may include system integration, data migration, workflow configuration, testing, staff training, and go-live support.
PayIt’s implementation approach is designed to reduce time to launch by working with an agency’s existing system of record — rather than replacing it — and by using configurable workflows instead of custom development. This enables agencies to deploy modern digital services more quickly while minimizing disruption to existing operations and staff workflows.
Insurance Compliance Monitoring
Ongoing, automated surveillance of motorist insurance status between transactions — such as between annual registrations — to detect policy lapses in near real time. Rather than waiting for a motorist to attempt a vehicle renewal before discovering a coverage gap, insurance compliance monitoring can alert agencies when coverage drops, enabling proactive outreach and enforcement without manual staff effort.
Insurance Verification (Digital)
A DMV service that confirms a motorist’s active auto insurance coverage in real time by connecting directly to insurance carrier databases — rather than relying on paper proof documents, manual review, or static verification databases that may contain stale data. PayIt’s digital insurance verification solution allows motorists to authenticate with their carrier during a transaction (online or in-office), instantly confirming policy details, payment status, and which drivers and vehicles are covered. This enables DMV agencies to close compliance gaps, reduce uninsured motorist incidents, and eliminate time-consuming administrative hearings.
Integrated Payments
A payments model in which payment processing is embedded directly within a software platform, rather than connected as a separate third-party service. PayIt uses an integrated payments model, meaning that reconciliation, fraud detection, chargeback management, PCI compliance, and fund disbursement are all built into the customer experience platform — rather than requiring agencies to stitch together separate payment tools. When payments are integrated across services and managed from a single platform, reconciliation is faster and reporting is more consistent.
Integration
The process of connecting software systems to enable the secure exchange of data and the execution of transactions across platforms. In the government context, integrations most often connect modern digital services to legacy systems of record, which remain the authoritative source of data.
Integrations are typically accomplished through APIs or, in more constrained environments, through file-based exchanges. Well-designed integrations ensure that data is validated, synchronized, and updated in real time or near real time, reducing manual effort and the risk of errors.

ISO 27001
An internationally recognized standard for information security management systems (ISMS), published by the International Organization for Standardization. ISO 27001 certification confirms that an organization has implemented a comprehensive, risk-based framework for managing the security of its information assets. PayIt is ISO 27001 certified.
ISO 27018
An international standard that extends ISO 27001 with specific controls for the protection of personally identifiable information (PII) in cloud environments. ISO 27018 certification demonstrates that a cloud service provider has implemented additional safeguards for personal data beyond general information security practices. PayIt is ISO 27018 certified.
IVR (Interactive Voice Response)
An automated telephone system that enables residents to make payments or access account information by interacting with a recorded voice menu — without speaking to a staff member. PayIt offers IVR as an additional payment channel for residents who prefer or require phone-based transactions.
L
Legacy System
An older software application or database — often running on outdated infrastructure such as mainframes or COBOL-based architecture — that a government agency relies on as its primary system of record. Legacy systems are common in state and local government due to the long lifecycle of public sector technology investments. PayIt is specifically designed to integrate with legacy systems, enabling agencies to offer a modern resident-facing experience without replacing their existing back-end infrastructure.
Lottery Draw
A random selection process used by natural resource agencies to allocate a limited number of hunting permits or tags — such as for big game species in high-demand units — among a pool of applicants. PayIt Outdoors supports configurable lottery draw management, including application intake, random selection, and notification, as well as high-volume concurrent access during peak draw periods.
M
Merchant
In the payments industry, a merchant is any business or organization that accepts card payments in exchange for goods or services. In the PayIt context, PayIt itself operates as the registered merchant and payment facilitator, while each government agency it serves functions as a sub-merchant under PayIt’s umbrella.
Merchant Account
A type of bank account that enables an organization to accept and process card payments. Funds collected through card transactions are held in the merchant account before being disbursed to the organization’s operating account. In PayIt’s model, agency funds are settled into agency-designated merchant accounts, which can be configured to receive disbursements at different frequencies and split across multiple accounts based on service type.
N
NASPO (National Association of State Procurement Officers)
A multi-state cooperative purchasing organization that negotiates and administers technology procurement contracts on behalf of participating U.S. states. NASPO ValuePoint contracts allow state and local government agencies to procure approved vendors — including PayIt — without a separate competitive bidding process, significantly simplifying and accelerating procurement.
Natural Language Interface
A user interface that allows individuals to interact with a system using everyday language rather than structured menus or commands. Natural language interfaces are increasingly used in government platforms to simplify service discovery and task completion.
Net Promoter Score (NPS)
A standardized customer satisfaction metric that measures whether people would recommend a product or service to others. Scores range from -100 to +100; higher scores indicate that a greater proportion of users are satisfied enough to actively recommend the experience. Government agencies use NPS to gauge resident sentiment toward digital services and track improvements over time as digital adoption grows. PayIt tracks NPS across its resident-facing platform as a measure of the quality of the digital government experience it delivers.
NIST 800-Series
A set of cybersecurity standards and guidelines published by the National Institute of Standards and Technology (NIST), a U.S. federal agency. The NIST 800 series defines best practices for managing cybersecurity risk, securing networks and endpoints, classifying and protecting data, and responding to incidents. PayIt’s information security program is designed around these frameworks.
O
Online Plea / Plead and Pay
A digital court workflow that allows a defendant to submit a guilty or not guilty plea electronically, pay associated fines or fees, and in many cases resolve a citation or infraction without appearing in person at a courthouse. PayIt’s courts solution supports online plea submission for offenses ranging from traffic citations to misdemeanor charges, reducing courthouse congestion and staff workload
Operational Efficiency
The ability of a government agency to deliver services with minimal resource expenditure, often measured by staff workload, transaction speed, and cost per transaction. Digital platforms improve efficiency by automating workflows and reducing in-person demand.
Outdoors CRM (Conservation CRM)
A customer relationship management tool built specifically for natural resource agencies within the PayIt Outdoors platform. It enables agencies to segment their customer base of hunters, anglers, and outdoor enthusiasts; run targeted marketing campaigns; and execute R3 (Recruit, Retain, Reactivate) strategies to grow participation in hunting and fishing. Unlike general-purpose CRMs, the Outdoors CRM is designed around the unique regulatory, licensing, and conservation mission context of fish and wildlife agencies.
P
Partial Pay
A payment option that allows a resident to pay a portion of an outstanding balance when full payment is not immediately possible. Partial Pay is available on applicable services to help agencies collect revenue incrementally rather than not at all.
PayIt Outdoors
PayIt’s dedicated platform for state, tribal, and provincial natural resource agencies. Unlike PayIt’s core government payments platform, PayIt Outdoors serves as both the resident-facing front end and the agency’s primary system of record — managing hunting and fishing license sales, lottery draws, conservation CRM, volunteer and event management, biological data collection, and law enforcement tools. Clients include state fish and wildlife agencies such as the Arkansas Game and Fish Commission, Missouri Department of Conservation, Michigan DNR, and Ontario Fish and Wildlife Services.
Payment Facilitator (PayFac)
A company that is registered with card networks (Visa, Mastercard, etc.) and acquirer banks to process card payments on behalf of other businesses, known as sub-merchants. As a PayFac, PayIt handles underwriting, compliance, fraud monitoring, and settlement across all the government agencies it serves — meaning agencies do not need to establish their own merchant accounts or manage their own payment processing relationships. This is a key reason agencies can go live with PayIt quickly and without upfront infrastructure costs.
Payment Gateway
A technology service that securely transmits payment data between a customer, a merchant’s platform, and the financial institutions involved in authorizing a transaction. PayIt’s integrated payment infrastructure includes a built-in payment gateway, eliminating the need for agencies to source and connect a separate gateway provider.
Payment Method
The mechanism a payer uses to complete a financial transaction. In the context of PayIt’s platform, supported payment methods include credit cards, debit cards, ACH bank transfers, digital wallets (such as Apple Pay and Google Pay), and cash-equivalent retail payments. The payment methods available to residents for any given service are configured by the agency according to its policies and the nature of the transaction.
Payment Orchestration
The coordination and management of all components involved in a payment transaction — including payment methods (card, ACH, digital wallet), fraud detection, authorization, settlement, and exception handling — within a single platform. The PayIt platform orchestrates payment flows, applies consistent fraud controls, manages retries and failures, and helps streamline reconciliation across all channels without the complexity of multi-vendor payment stacks.
Payment Plan
An arrangement that allows a resident to pay an outstanding balance — such as a tax liability, court fine, or utility bill — in scheduled installments over time rather than as a single lump-sum payment. PayIt supports payment plan enrollment for applicable services, allowing agencies to recover revenue from residents who cannot pay in full immediately.
Payment Processor
The company or service that handles the actual transfer of funds between a cardholder’s bank and the merchant’s account. PayIt’s platform includes integrated payment processing, so agencies do not need to contract with a separate processor or manage the technical connection between their website and a processing network.
PCI DSS (Payment Card Industry Data Security Standard)
A global security standard governing how organizations that accept, process, store, or transmit credit and debit card data must protect that data. Compliance is tiered by transaction volume; PayIt maintains Level 1 compliance, which is the highest tier, requiring annual audits by a Qualified Security Assessor. By using PayIt, government agencies transfer PCI compliance obligations and associated audit costs to PayIt.
PII (Personally Identifiable Information)
Any information that can be used — alone or in combination with other data — to identify, locate, or contact a specific individual. As defined by NIST Special Publication 800-122, PII includes data such as names, addresses, Social Security numbers, and driver’s license numbers. PayIt encrypts all PII in transit and at rest, and never stores sensitive information in plain text.
POS (Point of Sale)
A physical payment terminal used by government agency staff to process in-person payments at a counter or service window. PayIt offers POS as a complementary channel alongside its digital platform, with all transactions visible in a single ProSight view regardless of the channel through which they were made.
ProSight
PayIt’s agency-facing administration and reporting tool. ProSight gives government staff real-time visibility into payment activity, transaction details, and revenue trends across all channels. Agency users can issue refunds, identify delinquent accounts, manage chargebacks, run reconciliation reports, and export data in a range of formats. Access is controlled through granular role-based permissions.
R
R3 (Recruit, Retain, Reactivate)
A conservation industry framework for growing outdoor sports participation. “Recruit” refers to bringing new hunters, anglers, or other license holders into the sport for the first time. “Retain” refers to keeping existing participants engaged and renewing licenses year over year. “Reactivate” refers to re-engaging lapsed participants who have stopped buying licenses. PayIt Outdoors includes CRM tools, event management features, and marketing campaign capabilities specifically designed to support agency R3 goals.
Reconciliation
The process of matching payment transactions recorded in a payment platform against an agency’s internal financial records to confirm accuracy and completeness. PayIt automates much of this process, enabling agencies to reconcile revenue in real time rather than waiting for end-of-day or end-of-period batch reports.
Resident
In the PayIt platform, “resident” refers to the individual citizen or constituent who interacts with a government agency through PayIt’s digital platform. PayIt uses “resident” consistently in place of “customer,” “user,” or “taxpayer” to reflect the civic relationship between an individual and their government.
Resident Communications
A PayIt service that helps government agencies promote their digital payment platform to residents through marketing campaigns, email and SMS outreach, digital advertising, and long-term engagement strategies. Resident Communications support drives digital adoption when our platform launches and helps sustain it year after year.
Retail License Agent
An authorized third-party retailer — such as a sporting goods store, bait shop, or general store — that is permitted to sell hunting and fishing licenses on behalf of a state natural resource agency. PayIt Outdoors supports retail agent access to the licensing platform, including training and onboarding, so that customers can purchase licenses in person at local retail locations in addition to online.
Revenue Leakage
Uncollected or lost revenue resulting from missed payments, inefficient processes, lack of enforcement, or system limitations. Digital platforms help reduce revenue leakage by improving visibility, automation, and resident compliance.
S
SaaS (Software as a Service)
A software delivery model in which an application is hosted in the cloud by a vendor and made available to customers over the internet, typically on a subscription basis. The SaaS model eliminates the need for agencies to install, maintain, or upgrade software on local servers. For PayIt clients, SaaS means fast deployment, automatic feature updates, no change orders, and no on-premise maintenance burden.
Service Completion Rate
The percentage of initiated transactions that are successfully completed without engaging support. High completion rates indicate a well-designed, intuitive user experience. PayIt clients typically see transaction success rates above 96%.
Settlement
The process by which funds from completed payment transactions are transferred from the cardholder’s bank to the merchant’s account. In PayIt’s model, settlement typically occurs within 24 hours of a completed transaction, after which funds are disbursed to agency accounts via ACH.
Smart Guide
An AI-powered discovery feature of the PayIt platform that enables residents to use natural language queries to quickly find services or access information — both services provided by the PayIt platform as well as those provided by the agency outside of PayIt.
Smart Reconcile
A feature of the PayIt platform that speeds and automates the financial reconciliation process by bringing banking, payments, and remittance data into a single platform, even across multiple payment services and vendors. Smart Reconcile conducts most matching and flags discrepancies that require human review.
Smart Workflows
A feature of the PayIt platform that enables an agency to offer more complex services and transactions. Smart Workflows uses the context of each transaction — the resident’s account information, agency and public data sets, and prior actions — to anticipate and auto-populate the next step. Forms adapt in response to prior inputs, ensuring complete and accurate submissions.
Smart Works
A group of features in PayIt’s platform that leverages AI to improve the resident experience, help government agencies operate more efficiently, and enable the digitization of services once considered too complex or risky to conduct online. Smart Works includes Express Visits, Identity Verification, Smart Workflows, Smart Reconcile, and Smart Guide.
SOC 1 Type 2
A certification issued by an independent, AICPA-certified auditor confirming that a technology company follows industry best practices for payment processing, transaction accuracy, and data handling tied to accounting. SOC 1 focuses on accounting and financial practices, while SOC 2 focuses on data protection and operational security. The PayIt platform is SOC 1 Type 2 compliant.
SOC 2 Type 2
A certification issued by an independent, AICPA-certified auditor confirming that a technology company has maintained effective controls for security, availability, processing integrity, confidentiality, and/or privacy over a defined period — typically 12 months. SOC 2 Type 2 is distinct from SOC 2 Type 1, which only assesses controls at a single point in time. PayIt holds both SOC 1 Type 2 and SOC 2 Type 2 certifications.
Sub-Merchant
A business or organization that processes payments under the umbrella of a payment facilitator rather than directly through a card network acquirer. PayIt’s government agency clients are sub-merchants — they accept payments through PayIt’s platform without needing their own independent merchant accounts, acquirer relationships, or PCI compliance programs.
System of Record
The authoritative back-office database or software application that a government agency uses to store and manage its official data — such as property ownership records, vehicle registrations, or court case information. Systems of record are typically long-standing, highly customized, and deeply embedded in agency operations, making them difficult and costly to replace. As a result, most digital modernization efforts must work with the system of record rather than replace it. Tokenization
A data security technique that replaces sensitive information — such as a payment card number — with a non-sensitive, randomly generated placeholder value called a token. The token can be used to process transactions without exposing the underlying sensitive data. PayIt tokenizes payment credentials so that cardholder data is never stored in readable form.

WCAG (Web Content Accessibility Guidelines)
A set of internationally recognized technical standards, published by the World Wide Web Consortium (W3C), that define how web content should be designed to be accessible to people with disabilities. WCAG is organized around four principles — content must be Perceivable, Operable, Understandable, and Robust — and is tiered into conformance levels: A (minimum), AA (standard), and AAA (enhanced). WCAG 2.1 AA is the most widely required level in the United States, referenced by Section 508 of the Rehabilitation Act and ADA compliance guidance. PayIt’s platform meets or exceeds WCAG 2.1 AA.
