Most residents (and some private-sector companies) are under the impression that government agencies and staff are resistant to innovation. While structures and procedures in government lean toward maintaining the status quo, change in any large organization (private or public) is a challenge.
What is change management?
Any major change within your organization (or even department) will cause some disruption — and that’s especially true of technical projects. Change management is when leaders handle transitions or new developments with a thoughtful strategy. It involves steering the organization’s changes, minimizing staff stress, and maximizing outcomes.
Organizational resistance to change
There’s definitely interest in government modernization. In fact, in the 2024 State of the CIO report, 28% of respondents said a top objective from leadership is to drive digital business and digital transformation initiatives. However, the public sector has weaker organizational health than the private sector, making change slow and difficult.

- Bureaucratic (sometimes large) structures are fundamentally designed not to change on a whim

- Respond to shifts: Agencies operate in dynamic environments where policy changes, technological advancements, and public expectations are constantly evolving. Effective change management enables agencies to adapt swiftly and efficiently to these changes.
- Build public trust: Effective change management usually leads to better service delivery, which can enhance public satisfaction with government services.
- Future readiness: Agencies become more resilient and better prepared to face future challenges — whether they are technological, economic, or societal.
Strategies to deal with resistance to change
If leaders in government want to innovate quicker and get more support for digital initiatives, they have to shift the culture and update internal processes — creating a new outlook for staff.
- Clear communication: Innovative projects shouldn’t surprise employees; that increases anxiety and reluctance. Communicate early and often about the plan, goals, and specific responsibilities of each team (or staff member). Along with expectations, share excitement about the project.
- Strong mission: A motivating vision builds up team morale and helps encourage progress. Deliver your mission with enthusiasm to inspire your team. But try to leave room for others to contribute their ideas and aspirations — you want your team to join you in the vision, not just hear it.
- Continued training for staff: Invest in your people. You can’t expect all of your staff to support big digital initiatives if they lack the skills needed to feel confident and successful. Give them opportunities to learn new tools and programs — and offer support throughout your change efforts.
- Manage by objective: This technique, based on goal setting, can help governments with change management. Set specific and measurable goals for the agency and individual employees. This way, everyone knows what needs to be done and when.

Digital transformation exists in an environment of change. Without constant iteration and improvement, agencies can’t respond to customer wants and internal needs. Smart, focused change management is critical if government wants to successfully modernize.
