PayItClerkPBC wins National Association of Counties (NACo) Achievement Award

Palm Beach County, Florida’s all-in-one platform for traffic ticket and court fee collection, PayItClerkPBC, has earned a 2022 Achievement Award from the National Association of Counties (NACo).

NACo Achievement Awards have recognized innovative, effective county government programs  that strengthen services for residents annually since 1970. PayItClerkPBC’s award was granted in the Community and Economic Development category, which acknowledges programs that foster and create conditions to support significant improvements, including enhancing processes and partnerships that strengthen communities.

Available on web, mobile, Android and Apple iOS apps, PayItClerkPBC empowers constituents to interact with the Clerk of the Circuit Court & Comptroller of Palm Beach County office anywhere and anytime they need to by looking up their cases, making payments and setting up autopay, creating reminders for court dates, viewing receipts and storing their preferred payment information.

Initially launched in 2019 to improve operational efficiency while also increasing revenue collection and decreasing delinquency among residents, the Clerk’s office recognized that providing a simple-to-use system was essential to Palm Beach County’s nearly 1.5 million residents. As a result of this technical innovation, the county’s wide-ranging constituency is also able to save time and money by completing government transactions from any data-enabled device rather than making a trip to a county office.

PayItClerkPBC also served as the primary tool for the Clerk’s office to recover much-needed revenue throughout the COVID-19 pandemic. When forced to close in-person operations, PayItClerkPBC amped up its communications and as a result allowed the Clerk’s office to digitally recuperate 37% of revenue that otherwise would’ve been lost.

The county was also able to move access to self-service legal forms and its marriage licensing process online through the PayItClerkPBC solution, which was imperative in allowing residents to legally marry and have access to their partners’ healthcare benefits.

The year-over-year increases in revenue collection are a testament to residents’ adoption and eagerness to utilize a solution such as PayItClerkPBC, with over $7.3M in traffic tickets and court fees paid online in the first six months of 2021 alone and an overall 23% year-over-year increase in online revenue collected in 2021 from 2020.

Additionally, removing the cost of paper—along with the associated price of stamps, printing, handling and mailing—for residents who have opted-in to digital notifications and reminders related to court processes has been a huge success for the County, reducing their carbon footprint, saving money and returning those funds back into the government.

By improving efficiency through a digital solution, these results have also removed manual processes and allowed Clerk Joseph Abruzzo to reinvest in his team, retraining and up-training current employees to handle more engaging work.
